It is 1883 in Washington, D.C. where Penny is working as a clerk for the U.S. Postal Services in the Dead Letter Department. Her job is to find letters not addressed correctly or are unclaimed, and direct them to the intended destination. She comes across a love letter between two people, Thomas and Clara, and it intrigues her. The words of this letter speak to Penny's heart, but it ultimately did not point to a happily ever after. Penny knows hardship, after losing her beloved father who passed away, leaving Penny to work to support her mother. She dreams of finding her own true love, and as more letters from Thomas to Clara arrive at the post office, Penny decides to investigate this situation further and try to deliver the letters.
Meanwhile, Penny's life at home is made more complicated when her uncle offers a home to her and her mother, as well as a suitor for Penny. Taking a chance, Penny collects the money she has been saving, her dog Honeysuckle, and sets off for the small town she discovers Thomas to be living in. Finding a safe haven from her greedy family, Penny connects with the entire town of Azure Springs, Iowa, including the very intriguing, charming, and handsome Thomas. Both Penny and Thomas have things to deal with, but can they do so together?
